The PAC is a dynamic, living instrument designed to establish the directions, methods and stages of the future development of the new Comune with the final objective of achieving harmonisation of the 13 existing Regulatory Plans (PR); the new plan is structured around nine main themes:
- Polycentric identity
- Environment, landscape and heritage
- Sustainable Mobility
- Multifunctional development poles
- Building zone and its reorganisation
- Climatic adaptation
- Intergenerational
- Procedures, timing, harmonisation of standards
- Awareness and development of the territorial capital
The fundamentals of the new Comune of Bellinzona will be the capacity for targeted investments and positive dynamics of sustainable development to increase the attractiveness of residing, visiting and working there. This will contribute to the virtuous implementation of economic and social development and, with it, its financial solidity as well. The strategies contained in this Municipal Action Programme aim to strengthen the territorial capital, enhance its strengths by seizing opportunities, and minimise its weaknesses by providing concrete answers to uncertainties.
Finally, quality of life is an important goal since it also depends on the quality of the settlements. Therefore, it is essential that planning includes attractive neighbourhoods that generate social aggregation and identity.
